California Uniform Public Construction Cost Accounting Act (CUPCCAA)
Notice: Carmel Area Wastewater District is Inviting Interested Contractors for the FY2026/27 CUPCCAA Informal Bid List
Carmel Area Wastewater District's Board of Directors has approved the adoption of the California Uniform Public Construction Cost Accounting Act (CUPCCAA) informal bidding procedures pursuant to Public Contract Codes 22032 and 22034 per Ordinance No. 2026-01 and Resolution 2026-57. The CUPCCAA provides an alternative procurement process for public works projects. Contractors must comply with prevailing wage requirements, as mandated by California law. The CUPCCAA process is designed to be more efficient than formal bidding procedures, with less paperwork and fewer requirements compared to larger public works projects.
CAWD invites all interested licensed contractors to submit their company for inclusion on the list of registered firms to be informed of informal bidding opportunities. CAWD will maintain this list and solicit registrations each fiscal year. Registrants can submit the application at any time.
- For projects under $75,000: CAWD may perform public projects by District staff by force account, by negotiated contract, or by purchase order. Bids may be solicited either by either publishing an invitation to bid or requesting quotes from contractors on the list of registered firms (PCC §22032).
- For projects between $75,000 and $220,000: CAWD will follow simplified bidding procedures per the CUPCCAA, allowing for a more efficient and expedited contracting process. CAWD will notify contractors on the list of registered firms and trade journals (PCC §22034).
Contractors can register their business for inclusion on the list of registered firms by completing and submitting the FY2026/27 Informal Bidding Registration Application. Please ensure that all of the provided information, including contact information, the type of contractor's license(s) held by the firm, and type of services provided, are complete and accurate.
